Track rods are fine as far as we can all see. It's got new Volvo discs and pads on the rear, also had this problem before they were done, so it's not those. Fronts are half worn but I get no vibration through the wheel when braking, so would seem unlikely.

It's as smooth as butter every speed below 50mph, only starts to vibrate above it.

Mine is fine below that speed and gets a bit better above 145 i mean 70..... lol

... my issue is 100% balancing,

On my old laguna's, their wheels were very soft and prone to bending, perhaps you have a wheel out of balance?

It definitely feels like a balancing issue to me.

2 different garages claimed to have fixed the buckles I had but I wonder if they can ever actually truly get them 100% round again though. The tech said he looked at them himself again and the computer showed them as being completely round and balanced, it's just weird.

I'm looking for someone with a spare set of wheels now that I can do a complete swap with for 5 minutes, go for a drive and confirm if it is in fact the wheels or not, as I can't think of much else it could be without throwing large amounts of money at parts that don't need replacing.

I was going to suggest swapping fronts and rears but if you can try a full set that would be better - if they are OK, of course!

I have this also but the opposite , wobble at low speed, tends to phizzle out when warmed up, got me stumped, got newish tyres, and genuine Volvo discs and pads hopfully fix this, anyboby any thought on this, thanks
