It is down to someone undoing the plastic ring to inspect the fuel gauge float for whatever reason , it is important to remove all the grit that falls down on to where the big green O ring seals it . also they do not have the volvo special tool which enables you to tighten the locking ring fully ! Its not a job anyone wants to do twice , very advisable to take it to a dealer who knows what he's doing ..

Have you tried taking all those seats out and in ? They weigh about 30 kg each . at least the ring is done up properly with the tool and you have a guarantee .

When my main dealer replaced the fuel sender they forgot to fasten the ring up, resulting in a large leak when full. Thats what I meant...
