If the two sets of marks ( Crank and cams ) line up correctly I would have no hesitation in changing the belt. Not all of belt timing marks correspond to T.D.C. They certainly do not on Rovers and earlier Vauxhalls ( they were 8 degrees B.T.D.C. ) Don't worry change the belt.

Default Crankshaft pulley marks

Well that casting that looks like an 850 oil pump, housing the front main seal, it has a small vertical notch cast into it. That is what I am referring to and it's no coincidence that when number 1 is at TDC, there is a mark, or in your case two marks that line up closely with that casting. Wind it back from TDC just a few degrees and the mark will line up, then set your cams as I suggested, put the belt on and the car will be fine.

Thanks to everyone. I have changed it and it runs fine. I wanted to make sure it was correct as I had other problems with performance but it is sorted now. Thanks again.
