Default Cannot read pin 3 at ODB2

Hello!

Volvo 855 1996 2.5 SE

I have made a wiring diagram like this:

I have read the pin 6(ECC) and 13(CC) but i cannot read pin 3.
If i plug into pin 3 the LED diode goes ON. If i press the button, the LED diode got a stronger light, but not so mutch. If i release the button, the LED diode goes back to the normal light strength.

I cannot get any blinks. What should i do?

Mvh
