Let me share what information i have found.

RFR's = Reason for refusals

If they are fitted, they must work. If not fitted, they can't test them. Same sort of thing as the spare wheel - if its there, it needs to be legal. If not fitted, it doesn't matter.
IMO i think it is, as above. If the system is installed.. and one of those systems, "Self Levelling", "Cleaning" is manfunctioning then it will fail.

Look at is this way, if the self levelling was to become inoperative and defective it could cause the light beams to get stuck in fully high position.. so therefore a failure, however if the system is not there it cannot be malfunctioning or defective. The HIDs must just be setup correctly.

Default bottom line

The bottom line, if there is one, that it is "in the opinion of the tester" which IS down to individual interpretation of the application of the regulation(s) by the trained tester for the vehicle presented for test.

Or, combining both these points, you get stopped by Mr (or Mrs, or Miss) police man (or woman) - a modification to the vehicle which has not been notified to the insurance company = invalidates insurance = offence of driving without insurance = even larger fine, even more points, possibility of court appearance.

Or you get 7 days to fix the issue and report to mr plod to prove its been done...

You only have to look at all the iincorrectly spaced number plates or the blue front truck lights or the stupid washer jet lights....

You will never stop people from doing as they wish.

Chances of getting pulled for hids is around 1 in 100000000

So fit them at your own risk.

I removed mine this year so not to cause any issues with my testing center....

I may refit them for the winter mths later this year.
