Dealer's generally only fit parts that they supply (i.e. genuine new parts). I guess all you can do is ask, it might be different over in the US. No dealers in my area (I live in the UK) will fit parts that weren't supplied by them. If you find out your pump does require programming and the dealer offers to do it (doubtful, but you never know), they'll charge you. It won't be free. With regards to what power steering fluid to use, Volvo use green CHF11S.
