Cant start car on first try

I have a two problems with my volvo.
A. When i start the car it doesn't start on the first try. I have to turn the key several times before it starts.. Any ideas?
B. My power steering acts up every now and then its a little rough from the start but after i drive for a little bit it ends up going away... Temporarily.

Diesel or petrol ?
Does the car turn over and not start or not turn over at all until several turns of the key?
What exactly does 'acting up' mean in terms of symptoms. Noise, wheel pulling against you? How is the power steering fluid level and is it the right stuff - green Pentosin not regular ATF ?
Any recent work or fixes?
