Default Is this a blister in the paint??

When cleaning the car saw this on the rear little piece of plastic. I think it’s a cover for a tow hook attachment??

Is this normal on a painted piece of plastic??

The answer is no it’s meant to be there. You have showed a picture of the edge to the rear towing eye cover. The little blister is where you press it to remove it if you want to fit the rear towing eye. If you have a towbar fitted this is not used as the part the eye fits into is removed .

I would practise with it now. I recently had to tow my MG in torrential rain and trying to get that stupid cover off was almost impossible
