Question Engine System Service Required, 4000 rpm MAX

Hello members, my car is a 2000 model Volvo S60 2.0T manual with B5204T5 engine. Just curious about the maximum rpm the car is capable cause when I pressed the accelerator all the way down, maximum is 4000 rpm and thats it.
Also this *Engine System Service Required* on DIM is really annoying keeps on popping all the time. I tried to find remedy to it as did change all genuine new parts like TCV, Fuel Filter, Bosch MAF, Spark plugs, Air Filter, Oil Filter,Bosch O2 sensors front & back, Clutch position sensor all by myself with refernce to Haynes manual but the message keeps on popping back.
Even I tried resetting unplugging the battery & having codes read with a standard OBD2 scanner, does not find any codes stored. The message can be deleted via scanner but it keeps popping back on after driving a while.
The car drives fine as even does 80-90 mph in motorway with ease.
Has anyone faced a similar problem like mine & what cured your problem?
Am running out of ideas as whats next & in need of suggestions.
Wanted to avoid dealer but looks like the only option left.
