To be honest that level of diesel crud doesn't look too bad.

I would make sure that your MAF and MAP sensors are clean as these can effect emissions ( use a dedicated contact cleaner/ sensor cleaner).

Whilst I am generally a fan of fuel additives I wouldn't expect too much if there is an underlying issue. Liqui Moly have a decent reputation though and for the cost its no great loss if it doesn't work. Maybe have a search for a local garage that offers terraclean which is a similar kind of thing but potentially a lot more effective (does cost more though).
