It's just the general terminology I've seen used to describe a 2 pack topcoat, as opposed to base and clear for example. The epoxy is a 2 pack primer/paint also. The good thing about epoxy is it will pretty much go over any old coating without a reaction and pretty much anything can go over it. The 2k topcoat is a polyurethane, I've sprayed it and the epoxy quite a bit and never had any issues with either.
