Exactly. No one is interested in the condition of the whole car, only in that of the part they happen to want. There are hundreds of parts someone somewhere might want - 99% of them might be in perfect condition, but that's irrelevant to the person who wants a specific bit.
This is a traditional way of drawing attention to a car that is being broken, and no one but a pedantic moron would think otherwise.
