All your issues are pointing out to CEM itself, textbook case of this problem. When cleaning it out and refitting connectors, was there no signs of corrosion/burns/odd discolorations anywhere? I reckon you only looked at external conenction points etc but if you open the case it could reveal PCB circuits damaged or burnt, seen that on various pics before. Or maybe just packed out on itself without external damage, its a fragile electronic afterall.
Your only option (that MAY or MAY NOT) solve your problem could be to clone CEM using specialised company and try it then. No idea how much it cost these days but its up to you to decide if its worth it. You never posted year/model/engine so hard to deduct if its cheapo 1.6D that "just drives" or some rare T5/D5 model that you want to keep running for any cost, but its possible CEM clone could fix all your issues orr you will be back in square one...
or use the repair terminal leads *six of, from a volvo main dealer ,replacing the can lines as per clans advice.

the HUGE CEM thread on the v50/s40/c30 section has all the info including part numbers and which lines to replace,

simple soldering job ,, main dealers Know about this issue , and can sort it
a "generic auto electrician" may NOT know of the issue and the fix, but when given the info /parts/which lines certainly can replace them ,its a "simple" soldering job and pin/socket disassembly / reassembly job
