I've looked at the wiring diagrams in Haynes for all years of model, and the only wire from fuse 9 is Green/White, and it goes to the Hazard light switch.

When you say the lights still work if you disconnect the wire, do you mean the hazard lights still work (? How?) or do you mean the ordinary lights?

A break in the wire wouldn't blow the fuse - it has to mean the opposite - something is shorting to earth, or the item supplied is drawing too much current for the fuse rating.
