an octane rating is an octane rating , so if its sold as 95/99 then it will be That octane rating, there is no "watering it down" going on.
the difference is down to What additives are or are not added , and the marketing to go with.
as for "tractor fuel" dont know dont care ,should never have been used and promoted for use in Cars
