Fixing the kick-down cable is a good idea, but that won't stop the gearbox changing up - it does the opposite and when the pedal is pressed hard it changes down.
Have you tried driving the motor car like a manual, so pull away in 1, change up to 2 (should do so right away), then see at what speeds it will change into 3 and 4 (and lock up OD if it has that). That will establish what it is doing at the moment.
