There is a sort of Volvo gauge gremlin that goes away with use. I had a 940 the speedometer of which would not work for a length of time proportionate to how long the car had been standing unused. It would then burst into life and work faultlessly. I never did get to the bottom of that one.

You're on fairly safe ground changing dash bulbs and the dash is fairly easy to remove on a 940, especially if you don't have the HPT turbo gauge installed.

The dash bulbs are nothing special. Five standard 3W capless for the illumination and the rest are 1.2w capless. They are often a firm fit in their holders leading people to assume they are like some of the other Volvo bulbs with integral caps.

If all the dash illumination is out it may not be the bulbs. The dimmer can sometimes play up.

If you want to be extra safe, disconnect the battery negative lead before removing the cluster. There are some permanent live connections on there (e.g. the clock) and with the kind of luck you're having at the moment you could end up shorting something.
