I would too start with a regas because if the low gas is due to a leak, they won't carry out the regas or charge you.
It's worth remembering that normally, when demanding AC on a system low on gas, the relay will at least switch and engage the AC clutch but soon disengage.
To check you haven't also got a problem with the clutch gap, I would measure the gap between the AC pulley and clutch plate.
