Could be but looks more like a mid 70s 10.5:1 CR P6 engine to me. My line of thought is if you're going to convert to V8 power, you wouldn't go for a less powerful engine than you already have. That said fitting a set of normal P6 or SD1 high (9.8:1) compression heads will restore it to the "full fat" version, even if it was a Rangey lump to start with.
It also has a 4-barrel Holley (usually good for about 30bhp on its own) and a high lift cam of unspecified origins. Should be nudging 200bhp if set up right.
