"I see 12v is exiting the AMP light by the yellow cable. I measured this by separating the multi connector a few inches away from the AMP light. However, only 1.5v is reaching the voltage regulator."
I can be of no additional help, but on that wiring diagram I think I see a resistor on the wire between the amp light and the voltage regulator.
