Default D5 Bosch Fuel Pump Advice Needed

Morning all.

My 2007 XC90 D5 cranking but would not start. I've found the high pressure pump is not sending any fuel to common rail, not even a drop. Pretty decent amount of fuel, with a steady flow from tank is getting to HPFP but it wouldn't get into high pressure chamber (plungers). Please see below video...

In this video I'm checking the SCV (suction control valve or fuel control valve or fuel metering solenoid) connected to the pump. SCV gets closed when ignition ON and very small amount of air getting to plunger side. Is this how SCV should work?

I'd highly appreciate if you could advise me on this
