With the pliers you can get it to turn but it's very hard to do the turning and pushing motion at the same time which is what the caliper rewind tool does.
Did you have the master cylinder cap open while doing this? If not all of that pressure would have been working against you.
If you did then the piston in the caliper itself may have been very stiff or seized, mine wasn't that hard to get turning with the tool.
