The meets are open to anyone. You don't have to be a VOC member to show up and have a chat.
You do need to be a VOC member to enter your car into the rally though in order to have a chance of winning a trophy.
As far as this meet goes its primarily for 120/amazon drivers and there is just one "open class" prize for any other model.
Hope that clears it up.
And yes it is on the 28th.
