Sorry but your wrong
I used to own both a 1986 VW mk2 Golf and a 1990 VW Jetta
They had problems in the USA where the heater matrix could leak and pump hot coolant over the drivers legs...not good
VW fitted a pressure bypass valve to all models with the correct chaissis numbers and this was worldwide
On my VW's the dealers also removed the dashboard and fitted new heater matrix as well all for no charge
And these were fitted in 2001 so the older car was then 15 years old but they still did the repairs for nothing
