Not necessarily. Not all P3 cars needed a new tensioner, just the ones from 2010 onwards. However, recalls were only done on the 2012-2014 models. The other years had the changes required done at production.
2008 cars have a narrower belt (just a standard tensioner).
2010 - Mod fitted so a hydraulic tensioner was used (factory).
2012-2014 - Mod fitted again to reuse the old style tensioner, with a new belt design (recall).
2014 onwards - Mods done from factory until the 5 cylinder engines were phased out.
