Is that definitely true on P3s, even if you get the PIN to unlock the modules? It can be changed (in the car config, etc) on P2s - a friend retro-fitted ABLs (with full functionality) from a very late P2 S60/V70 to his earlier S60R. I think it was a world first, but he did it (and did it properly, as if the factory had done it - no hackery with resistors, etc).
