The offence in the link only looks to cover irresponsible refilling of leaking system which is quite specific. I can't see any prohibition on DIY repairs followed up by a professional regas.
I was interested as I replaced a damaged condenser last year before getting a mobile tech to come and fill the system.

well there is no harm once it is empty, the regulations are to do with the filling and recovery gas side of it. They will do a leak check first of course if they are presented with an unknown job. The whole aim of the regulations is to prevent any gas being willingly let out to atmosphere , that goes for the filling stage of the system without doing a thorough leak check after too .
