The cap probably never got taken of after undercoating. If you can find one it would be a VERY good idea to try and find the tank neck to body seal. Item number 15 on the attached picture. Part number is #661727.
Pic shows the vent pipe and the way it routes to the vent shown in pic #1(the capped one). #7 is a grommet.
