Default ECM-18B0 Swirl Actuator Control - Offset Fault

I wonder if anyone can help with the above fault on my 2008 XC90 D5 (185).
The fault is logged after an engine shutdown. If I clear it and drive, it's OK until shutdown.
Looking at the live data, on shutdown, when the actuator goes to the end of it's travel, it reports 654% - which clearly isn't right. (Actuator seems to move normally otherwise).

If I manually move the arm a tiny bit it jumps back to a sensible reading (under 100%).
I've just replaced the swirl actuator with a used part, and it's exactly the same (might have been a few % different before, but certainly +600 something).

I'm assuming the replacement part is also faulty, but before I take that up with the supplier, can anyone offer any suggestions?

Previously the swirl flap assembly and arm etc were replaced, and they all work correctly.
