My crossmember was one from another car but the bottom is rusting out. Could be repaired but not supposed to I assume being a suspension part but could be wrong. I’d like to weld a strengthening plate on the bottom of the new one I have but not sure if that is a MOT failure or not.

Firstly, why do you think repairing or strengthening a cross-member would be an MOT failure but home-made lower wishbones wouldn't? Secondly, your car is MOT exempt anyway.
