I can 100% confirm that scrappage cars CAN be broken for spares but the bodyshell can never return to the road and must be scrapped. There is NO legislation that forbids scrappage cars being broken up by the scrap metal dealer who recieves the car. The car must be complete when its traded in under the scrappage scheme however (i.e be running and driving)

Indivudual scrap yards may decide not to sell parts and simply crush the cars due to the sheer number of scrappage cars being recieved. Ive heard of many yards keeping newer stuff to break for spares but crushing older cars that are of limited spares value as they enter the yard.
