The MOT is due on Saturday so I'm jumping at conclusions here....
It's either because someone has removed the motors and replaced them with manual adjusters, and not bothered to remove the dial next to the headlight switch.
Or...
Because it has the 4C suspension it doesn't need the manual adjustment inside the cabin because it does this itself......

Parts manuals are showing "For cars with beam hight adjustment." and there's a software update mention that says
"Low-beam 1 application 2005- without headlamp beam adjustment To add "low beam on" funtion in all light switch positions except parkinglight position."
So it sounds like there is an option to not have beam height adjustment.
