I would still try a few places that do the sort of minor call out repairs:~
Wings & wheels are no problem for a company used by my son- a bumper isn't that different... worth asking.. it's all business.
Small spray shops may take a little finding but again they do exist- try asking at you local car paint suppler, they have their trade and the shop we use also have the business cards shown to promote the company.
