Does it run on start-pilot? In that case I would continue looking at the fuel supply.
You said the fuel relay is working, but it actually consists of two relays. The second relay switches the fuel pump via fuse 11. When cranking, do you measure 12V on fuse 11?
Although the in-tank fuel pump of the last series 940 are of an improved design, they can also fail. Mine lasted "only" 430K miles and could only be brought back to life by a smack on the side of the tank.
