There is a further tool that locks inside the pulley and secured on the block to stop the crank from turning
I guess both can be manufactured or its a case of using a large breaker bar and scaffold pole cut to length

To undo stubborn crankshaft bolts in the past I have jammed a spanner or breaker bar and socket on the chassis or such like and give a short turn of the engine on the key. Not sure if that would work in this case
