Says it all, really. Though it's worse than that, because selecting suppliers involves writing a spec and inviting suppliers to submit proposals/bids. So whoever writes the spec should be shot for actively specifying - and accepting - worse/different functionality and ignoring the collective accumulated wisdom of their own engineers as to what functionality needs to be matched.
Also, they completely fail to tell the dealers about any of it. Nobody at my dealer - even the backroom technical lead - had any idea there was a difference between Sensus RTI and Sensus Navigation. It took me ages to prove to them there was a problem, identify there was a difference and get them to find out what it was and how the new system (stored locations, not POIs) was supposed to work and what file format would work.
