The rubber thing is the air sock between the fuel distributor and throttle body Chris. The oil looks like it's come from someone spraying the ball joint on the throttle linkage with oil/WD40/similar and it's dripped down and spread out.

I'd suggest cleaning it and not spraying anything in the area and see what happens.
