If your tool can get turbo to open the actuator 0-100%, that may help. But the egt? I think you'll need that to function. Have you tried unplugging it to see if it goes bottom scale or totally topscale? It does look at egt during a regen, I'm not sure what it's function is in normal operation.
Getting the turbo actuator to open will prove that the vanes aren't all clogged up and are free to move, jamming the actuator, that's a possibility.

I believe my scanner can do that so I’ll give it a go the weekend, memories of vw variable turbo and cleaning with mr muscle lol
