The complete absence of a breakaway cable should result in the issue of a Delayed Prohibition notice giving the driver 10 days to correct it as it is not a safety critical defect.

There is no provision for issuing a prohibition notice due to the breakaway cable being wrapped round the towball, not a bracket.
