I have an Autel MD801 (EU702) and the display turns on just by plugging into the OBD whatever the key position, however to interrogate the ECU, the ignition needs to be on position 2 either with the engine is running or not.
Some functions need the engine running e.g. live data and some need the engine off e.g. code erasing but all need at least key position 2.
You really need to try another code reader to establish whether it's your OBD port at fault or your ELM.
