I have to agree with the others here, how has that damage been caused by a vehicle? As soon as I saw it I thought kerb damage, I actually went back and read the first post because I thought I had maybe read it wrong.

You can tell that that damage is caused by the car scraping along the kerb by the damage to the rim and the direction of the scuff marks on the tyre. If you had been hit by anything then there would be 100% some damage to the body work, especially around the wheel arch.

Also this impact does not explain why your steering wheel is off centre? Are you certain some one has not collided with a kerb?
