weird AC problem
 

Got a used volvo v40 2.0t from 2004

Problem is that the ac doesn't seem to be moving any air. Only the most left air vent seems to be working as intended.

I can hear the motor running under the glove box and all the different speeds on it work.

A very distinctive whistle sound can be heard when the AC is turned on while driving.

First I thought it could be a plugged cabin filter but to my surprise, there wasn't one at all when I went to replace it.

I replaced the blower motor cause I got one from a junk car I have but it didn't help with the problem.

If I put my hand over the vents I can feel bot hot&cold air coming out but its not moving as it's supposed to.
