Both headlamps not working. 2015 v40 cross country

Hi all

Basically, in the bad weather the other day I went through a deep puddle and lost both my headlights. Everything else is working fine. I took it in to a garage who took the lights out and saw the rear covers were broken and wanted £2700 to replace both headlight assemblies as it had blown the bulbs and ballasts and they wouldn't replace anything unless they replaced everything. I have since taken it for a second opinion and the second garage told me that I would have wasted £2700 as the headlights are not the problem. They have power to everything, full beam, DRL, side lights, abl all seem to be working. He took the lights out, replaced the bulbs, checked the ballast, nothing. Checked the fuses and none of them have blown, neither have the relays. He is absolutely certain that the headlamps themselves are not the cause of the issue. We cleared down the codes and 2 came back which were B103D-86 and 87 which seem to be related to the ABL but that is working and they don't seem to be related to the actual lights themselves. He thinks that water may have got into a circuit further back and it may dry out on its own or could be dried out but We are a bit stumped. Anyone got any ideas?
