Volvo on call and or app

I just purchased a 2019 XC 60 R design in France. Can anyone please explain the good or bad points with this feature Volvo on call and or app?

1. It costs £45 to get my name registered on the car. Is this normal?

In UK every new car bought or leased gets 4 years use of on call before subscription is required, (source of info, Google). Maybe, if you Google whilst in France, to see if they do the same. Surely it would be transferable.
