Steering jutters at low speed

When driving at low speeds my steering wheel vibrates and pulls slightly to left.
Recently changed both front springs and mounts.
There is still a knocking noise going over humps and I’m about to get the drop links changed.
One tyre is quite worn down so not sure if the tyre is buckled and would cause the steering wheel to shake.
Would unbalanced wheels cause this.
At a bit of a loss so any suggestions or experience would be great.
Thanks.
