The locking wheel nuts were made by Gerade??? can't remember the correct/exact name. BUT.... I do know that you are not the first person to loose/break the locking key and be stumped what to do next.
Search in the V70 pre 2007 P2 section, as I'm sure there have been several threads about this experience. Upshot IIRC was to take a picture of the actual bolt and send it off to Gerade? in Germany??? You should be able to google them. They are (or were) a very helpful company - even sending special removal kits ( drills etc) to remove damaged/seized bolts. VERY Common occurance on pre 2007 volvo.

Hi Bob, what I did in the end was take it to my local Volvo independent which is carpenters in Molesey Surrey. They they had a locking wheel nut key for the locking wheel nuts I had so took them all out and replaced them with non locking wheel nuts. Only cost 40 quid.
The Leatherhead Volvo main dealer wanted several hundred quid and would only replace them with locking wheel nuts and as mentioned in other threads they said they only have a couple of Master locking wheel nut key sets in the whole country so it would have been a wait!

I too had issues with stuck locking bolts but rather than put normal bolts in I got a new key from McGard but only tighten them finger tight + 1/8 turn. To act as a deterant more than anything else. Done this for 15+ yrs and not lost a bolt or a wheel yet.
Wheel/tyre theft ain't what it was but still cost £500-£1000 to replace depending on how you buy replacements.

Frustratingly i actually found the locking wheel nut key a couple of days ago against the kerb opposite where i live - i had already checked the road maybe it was hidden by crud and a roadsweeper dislodged it. Or something. Anyways i have a key for that pattern if anyone needs it.

Locking Wheel Bolts
 
Take my advice from one who has had many problems with these Bolts over the 60plus years I have had several Volvo'
s. SCRAP THEM AND FIT NORMAL WHEES BOLTS. as they tend to be over tightened by Tyre Fitters and others when the car is in for service or new tyres.

Excellent advice - I bought wheel bolts (chrome!) from Minty to replace the McGards on my 2005 C70; sourced a set of ordinary bolts from classicswede for the previous 2001 V70.
However I have since purchased a set of security bolts from eBay for the 18" BBS's on my 2004 T5 - cost £9.99 https://www.ebay.co.uk/itm/152304463...G0Bs#vi-ilComp
