Slow change over time to full authoritarianism. Continually test the great unwashed to gauge their reaction to further change/compliance, and to note their current tolerance levels. If they mass protest against X, rebrand X and implement it anyway.
Once one manufacturer offers derestriction as an option, everyone else will too. Who wants to be a manufacturer known for selling restricted cars? Losers!
